john boehner is pulled by two groups. one he does not want to be obstructionist not to allow tax cuts for lower group to go through and doesn't want tax cuts to go through. he is pulled on that side and by his own party. what i hope is that the vast majority of the republicans hold true and if some of the republicans peel off, i would, that would be fine. if they pushed through obama's bill, but i do not want to see them punished. but the republicans need to have this position for 2014 and the rest of 2013 when the economy goes in the garbage dump. republicans are right. bill: two more quick questions on this. >> sure. bill: when these congressional leaders speak, what sort of code words should we be listening for today? >> well i don't know what they would say to each other but on the outside, using the word rates left revenues and that type of stuff are code words especially coming from the president. if he talks about raising revenues and does not insist on it being rates there is a good compromise possible. if he forc

after boehner's vague comments, there are new concerns that the speaker may give up way too much and agree to tax increases. i'm here to lay out exactly what he has on the table. congressman, good to see you. >> good to be with you, sean. >> sean: i am concerned because -- >> i am -- you and me both? >> i am concerned about caving. you have outgoing virginia governor mcdonald, and former governor haley barbour and others saying, maybe we can give in on these things. did any house republican get elected and say to their constit webts they would raise taxes? if they did, i didn't hear it. >> i don't know a single one. sean, this is not the time to be defensive. and of course, there are plenty of people who say i am very offensive. but this is a time to go on offense, with our big ideas. and use the president's own words. he says everybody ought to pay their fair share, keeping him at his word. he says, warren buffett ought to not pay a lesser percentage than his secretary. what the president proposes will increase taxes on those who are paying a different way for warren buffett. it won

. >> president obama and speaker boehner sounding upbeat friday about prospects for cutting a deal to avoid the fiscal cliff. we are back with the panel. after the congressional leaders and the president met at the white house on friday the rhetoric was reassuring. the question is is it real? do you get the sense, bob, that really do see or are beginning to see a path to a compromise are they they just trying to calm nervous investors because the stock market is going down a thousand points? >> everyone is nervous about this. this is kind of the last chance. the next six weeks could be six weeks that shook the united states if they don't fix this. there clearly is a new mood, but the way they are going to solve this is kind of hostage exchange. in other words, the republicans are determined not to let tax rates go up. the president is determined or is determined to get more revenue. and it's possible to do this. the president is going along, it seems, with some idea of entitlement reform that we are going to actually cut spending. but this is, you know, they are going to have to -- th

can john boehner, do you think john boehner can corral or quiet the more radical elements of the republican party to come to the table with the president to make a grand deal in some form or fashion? >> ultimately, yes. i think those are the starting negotiating positions which are understandable. you have obama 250, you have republicans at least admitting there needs to be new revenue and want to go through the loopholes first and see where they can get revenue there. that's obviously not going to be enough. some point they're going to have to give on it. it may be ultimately that we have a situation where they -- the tax cut dozen expire. we go off the cliff for 24 hours but that offers the republicans an opportunity to come back and vote for a tax cut for those under 250 rather than increase through extension. that's an outcome that's possible. >> i'm curious about the notion the republicans can save face if we go over the fiscal cliff although lately people have been calling it the fiscal curb, it's unclear how much of a steep drop it is in the first 24 hours. can republicans, if the pr

i read between the lines and you see speaker boehner clearly wants a deal and, perhaps, has more leverage now with the house republican caucus, but once you get down to the actual negotiations, there are some very tough issues here, a reason this has not been resolved in previous summits. >> that's right but i am optimistic there was a clear mandate, the mandate was for solving our problems. i'm encouraged at no labels.org, an organization that has about 600,000 people, is putting together a group of 40 members of congress evenly split between democrats and republicans who are agreeing to come together as a problem solver's caucus, that the leadership can go to and cut deals on these important problems like the fiscal cliff, education. we have members of congress that recognize that people want them to be problem solvers and work across the aisle. we'll be announcing these 40 members in short order and that represents the kind of mood we're seeing in the shift in congress. >> let me ask you both about mitt romney's post-election comments last wednesday, be in a telephone conference call w

here's speaker boehner on the chances of cutting a deal. here it is. >> if you've looked closely at what the president had to say and look closely at what i have had to say, you know, there are no barriers here to sitting down and beginning to work through this process. >> ruth conniff, i really don't know what that means. do you? >> it makes me nervous because i don't really want to see us moving that close to boehner. and, you know, it's interesting. i talked to economist dean baker, he's the economist in america who showed that the housing bubble was a threat back in 2002. before it actually popped in 2005. he has a lot of credibility. he said the best deal might be no deal. if obama can go into these negotiations and say this fiscal cliff is not going to impact people on january 2nd, it's recessionary, but he could get the two main things he campaigned on, even if there's no deal, which is an instant hike on the very rich and no touching of social security, medicare and medicaid. then the republicans just as e.j. points out would have t
